With these changing conditions the mentality of the people

has changed, and with it their outlook on life. They are no longer

content to plod along in their old ruts. They have developed

greater individuality, and a greater desire to understand and

control their om affairs. Since the Government of India Act was

passed by the British Parliament in 1935, control of social services

has been gradually passing into the hands of Indian Ministers who

should be in the best position to know what are the individual needs

of the people, and how to satisfy them.
